Does a city have to be a certain level in order to place a faction terminal?

I dont think so the city i took over has been quite small and we have always had a factional terminal with just a population of 28 people when i started.

The Mayor mst be trained 0 4 0 0 in order to drop this factional terminal though.

thats the only limitation i know of reguarding this.
