I was travelling between a lot of player cities lately, and I think the donations for travelling are backwards.

A city should get money when people travel too the city, not from the city. If I travel from Bestine to a player city, I pay the usual 100 or 200 credits to the galactic travel commission, but I'm travelling to that player city for a reason, I'm not travelling out of Bestine for any particular reason other than I was there. When I travel back out of that player city I pay 100 to the GTC and 110 or whatever to the player city.

Basically you are rewarding people for wanting to get out of your town as quick as possible, instead people should be rewarded for having a city people want to travel too.
