I don't know if this has been proposed before but concerning the problem of voting in another mayor, I have a solution.
If there is no one running against the incumbent, all votes (and xp) will automatically default to the mayor at election.
If there is a competitor, no votes will be automatically cast. Citizens must actively vote for who they favor. The one who gains the most votes by the election day wins.

Problem with this is, if a competitor joins the voting only seconds before the set update time - he will win because the incumbent doesn't have time to ralley voters or even the knowledge that there is a competitor ...
My proposual would rather be, a competitor needs at least a number of, for example 33% of the possible votes if nobody is voting at all - or more than the votes for the mayor ... the number could be fine tuned to maybe around 25% or 40% depending on the state of cities and the number of inactive players.

the auto voting is because xp is tied to votes. i think a good solution would be to narrow the window toregister to run (maybe to two days after update), tie xp to the number or residents instead of votes, and make the winner be the one who gains more live votes. The coding for everything except the xp portion is already inplace, its just a matter of tweaking it.

what about this?
give a three day window after the update to have an opponent register to run against the mayor... once this happens.. all incumbant votes are wiped.. and all residents are required to vote... so if only 3 vote.. thats all that decides the outcome of the election...
i think that the majority of the other issues with the cities (cost,inactives,regignation) should be handled before we go to this system... give people a reason to defend favorite mayors..

The best thing I can come up is this.......
If citizens logged in this week. (just log in don't have to actually vote) then then that person's vote is auto cast toward the mayor... if not.. then he does not get autovote (only occur when there is competition) so the competitor needs actual citizens to go up to the terminal and vote for him/her
or... even better.. if the user logged in the last 3 weeks... that mayor gets free autovote next 3 weeks 
This will keep active player control of the city.
