We've a big problem due to new mayor election.
our city is composed by 40+ citizen but only 20 are still playing.
BTW our old mayor (that now doen't want to play anymor like before) has always 40+ votes...
Now if I run for the election I can get only 20 votes...
How we can change the mayor?
We need this change.
If the old mayor loose his residence, will be deleted from election?

Like said in about every 3rd Thread in this forum nowadays - Nothing but voting him out can help you - neither him denying residence (he is listed in the city hall anyway) nor him surrenderung his politician skills will take him off the list as mayor ... all afk votes will always go to him ...
Either you get lots of new citizens in the city and let them vote for you (as long as you have an active militia member to help, that is) ... or you are really really lucky and find a CSR that is willing to help ... Devs have stated that CSRs can help, but it's up to them to decide if they want to get involved in changing the game in such a "big way" ...

If you have 20/40 votes for the new mayor don't you only need one more citizen to move in and vote your way to take the election?

changing mayors is more than a bit of a pain in the butt...
here's our situation at Starsider/Tatooine/New Republic City--
our mayor has wanted to retire for a few months now, but with the inactive citizens and those who've moved away but for some reason still appear on our citizens list, we just haven't been able to make it happen.
this past week, a bunch of us got things in gear and moved heaven and earth to finally make it happen. we were successful in getting several of the absentee citizens to drop by and vote, and then with 3 hours til the city update we recruited a bunch of folks to become citizens and help with the vote (even though this method needs 2 new citizens for each additional vote, to offset the increase in the number of votes needed to win)
with about 20 minutes to go, it looked like we were going to make it -- it was tied at 39-39, and we got one more to come in as a resident to make the vote 40 for the challenger and 39 for the imcumbent - you should have heard the cheers 
then, with maybe 5 or 10 minutes to go, suddenly there was another citizen on the rolls -- we still don't know who it is -- and we ended up with a 40-40 tie as we waited on the server pulse for the city update 
then the end of election email came around, notifying us that the incumbent had retained the office -- but naming the challenger as the incumbent. he happened to be in city hall still, so as a test he tried to register as a candidate for mayor, hoping that it would say "you can't register, you're the mayor". sadly, it did let him register.a quickcheck of items in the city hall showed that he didn't have admin access, meaning hewasn't made mayor.
both the outgoing mayor and the incoming mayor put in a CS ticket pointing out that the challenger had been declared winner, but control hadn't transferred and could a CSR please fix it but the response was "power transfers automatically. we won't help you become mayor"

a check of the standings showed the old mayor as the incumbent, but all the votes were already registered to the new guy -- in theory, we just need to leave things alone for a week, and he'll take it on the next city update (*crosses fingers*)
