When I want to destroy a city hall to relocate the city, does the server update this right away? In other words, is there a spot free in the city cap right away? Because I don't want to destroy my city hall, only to find out that the cap is not updated immediately and I can't place it straight away (and running the risk of losing the spot in the cap when I'm to late with placing it again).
I hope this makes sense to anyone

I remember a post of somebody trying to place a city hall despite the cap ... some time he was successful, and in a conversation with a CSR he learned that he had placed the city hall only 2 minutes after another city was destroyed ...
So it seams it's updated right away.

A CSR just said that it would take anywhere from 30 mins to a few hours before the server updates this, and maybe even a server restart. So that isn't very helpful... I think the best solution would be to destroy the city hall a few minutes before server shutdown, and quickly set it up again after the server comes back up. And then hope someone else won't get lucky...

If you destroy a city hall, can you replace it with a new one and have the same city name? Our current mayor wants out and the only option I see at this point is to let the maintainence on the city run out or just destroy city hall. However we have a very good city and people know the name and location so we would want to keep the name and location. Is this possible?

From what I know now is that it takes a server restart to get a proper refresh of the current city count. Secondly, if you destroy a city hall, you destroy the city, so when you place it back again, you will start at rank 1.

Would you see this as a viable option to getting a new Mayor? We have the residents to regain Level 5 again in I assume 5 weeks since I have heard you can only move up one rank each week.

i suppose you could try getting everyone to just vote for a new mayor. . .

We have tried this. I am the second one to try and out of 125 registered citizens, only 17 have voted. There are more than that who log on but just do not vote or do not visit the planet (Talus). Then we have quite a few inactive citizens who have not logged on in months so of which have quite the game have not deleted their accounts. They even have friends keep their maintainence up on their house. No win secnario. From what I have read, CSR's will not help either. The current may does not want it anymore and we have people that would like the opportunity to expierence this part of the game.

Jayden - on Gorath we wanted to create a city on Naboo but it was cap. A friend of ours wanted to join our guild and help make the new city so he destroyed his so we can create ours. He sent me a /tell the minute he destroyed his and we were able to drop our city hall immediately.
It does not appear to me that there is a delay
Good luck to you.
