Thread: At what stage can you specialize?

If you are a master politician building a new city, at what stage of growth (outpost, village, township, etc) can you place a research center specialization?

Specialization is a function of the Politician's skill, not the city level. I've been in Research Center Outposts.

Well, found out the hard way that you need to get to rank 3 before you can do a specialization. This is most unfortunate. I imagine any Research Outposts you have seen are the result of growth then decline. Well, no biggie. I'll just move enough people over from the first city, recruit a few more, place that specialization, then stop recruiting.
