I was wondering at what point in city dev you can place a garage? I have read a few guides and noticed it isn't listed in any of them.

You can place a garage as soon as you reach Level 2 (Village).

i don't know if this waz a bug or a requirement or what, but after i dropped the garage, it took pretty much a whole day b4 u could actually uze it. dunno why or what happened, but it didn't work for at least 2 - 3 hours then i logged and when i came back it worked.
several people tried in that period and couldn't get it to work either.

Sometimes it just takesa bit for a new structure to actually become integrated. It happens to new vendors too, sometimes, as well as factories (rare though). Just takes a little bit for everything to sync up to be usable.
