Well i was thinking what would be a easy way to give a mayor something else to do and what about a citizen of the week/month badge that mayors them selves could give out.

This is a great idea actually. I dunno how willing they are to let players assign badges, though.
However, to simulate this yourself, simply get your local arch to craft a statue/fountain with that person's name on it, and place it prominently in the city. Not quite the same as a badge, but still nice if you want to do a citizen-of-the-month
