dunno if this is anywhere here but how do i find out how many cities of what size are on a planet and whether or not its capped?

The only way to find out if it is capped is to attempt to place a city hall. As far as finding out the number of cities, pull up your planetary map and count mission terminals. That's always a pretty close approximation. For cities of rank 4 and above, count the number of non-static shuttles.
