I am new to the whole Politician profession and new to being Mayor. I have been able to use the Holocorn to answer a number of questions, but one is bugging me and I cant find an answer to.

I would like to lay down a new garden and some other city improvments. How do I get this done? I do have the needed skills to be able to upgrade the city with these features. Do I have to buy the gardens? Have them made by someone? Please help if you can!

You can buy a garden deed from an architect then place it like you would a house/harvester/etc.except they dont take any lots. There are a lot of different garden types, but you can look at them in the advanced guides on player cities.

Top row is small, second tier is med, and bottom one is large (for normal planets, but then you likely can't drop exotics so no biggie) look at the url to be certain since that labels the size as well. Also, always remember that the top of your monitor is north when in "deed mode" to help you position it.

Also, remember that when you go to the placement screen on your garden, the garden terminal will always place on the upper left corner of the footprint (facing north). So, if you know that the terminal should be facing south, you will need to right click (to rotate it clockwise 90 degrees) twice, to get the terminal facing south.
