initial testing (thanks Senom) seems to suggest "nothing", but since I didn't have people doing extensive testing I'll refrain from making a concrete statement. please ask folks you know who already have this specialization on to test this on live while I wait for the devs to give me the answer. I've asked them questions on specializations after the CU repeatedly for months now

I had it on my city on Bloodfin, and it seems to do nothing at all now. But then, enhancers still seem to be broke(?) too. I buff 10% without a droid, 10% with a droid, 10% with a droid + enhancers, and 10% with droid/enhancers/Medical Center spec.. So, I removed the specialization for now, and saved 80K/week.
