Lets say Tat is capped on shuttle ports. Lets look at the following scenario:
- City A has enough citizens to place a shuttleport, but cant due to aforementioned cap.
- City B talks with city A, and agrees that because City B has lost their active citizens (but houses remain), and cant place houses or redesign, so the active citizens of City B will move into City A.
- City B plans on picking up their shuttle port so that City A can drop.
Will this work? Or is a queue'd thing? Meaning whatver city that has been waiting the longest to drop a shuttleport will get first dibs? Can City A and B time it so that when City B pulls theirs, City A is ready and waiting to immediately drop their shuttleport?

The option to place a shuttleport is based on city rank, not on how many shuttleports are actually placed.

... and even then, you'll have to cross your fingers and hope that someone doesn't take the spot before you update, or they process the city destruction in time when your city updates.

Does it update everyone at the same time?Like I said, our plan is to pull the old shuttleport up, and drop the new as simultaneous as possible
it doesn't, which is why it's tricky. the start of your update is related to when you placed the city (every cycle is 7 in game days, excluding server downtime), but there can be processing lag when server's updating. nothing's really exact

Once you level up, you will be able to place a shuttleport whether the old city has one or not. If it's a matter of needing to get to the next rank, the old city will have to lose citizens, not neccessarily the shuttleport.

I realize that...
Once we rank UP, we want to and will coordinate the removal of the shuttle port from the old city to the dropping of the shuttle port in the new city.
