Our current mayor osun wants to step down, and drop politician. He has asked me be mayor, my problem is that as he is the encumbrant (sp?) he gets all un voted votes and xp, while he continue to do so after he drops it even though he has transfered the town hall over to me? which i thought what

I don't think you can transfer city hall. regardless if he drops the polit, he wont' be mayor. Hence you get the majority vote if ur the only one there. Then the next week you become incumbant mayor.

When I chose to become mayor, it was pretty much because I was the closest one to the Politician Trainer when the servers came up. So, even though I am enjoying politician, I do plan onletting othersget their shot once the city is running smoothly, and Ireach master...
What I want to know is: "If a noob politician comes in, what will the city lose?"
I'll understand if a specialization is lost, but what about buildings, gardens, decorations, terminals, trainers, etc?

As long as your city doesn't lose rank you won't lose anything. The new mayor, however, will not be able to place new rank enabled structures until they train the appropriate skill box.
