Are there any known unresolved bugs in a contested election?

I have heard rumors that there is one dealing with who gets the non-votes and another dealing with how the vote experience is distributed.

I'm sure someone here canspeak on this topic from experience rather than simply quoting how it is supposed to work.

There is definitely a bug with tied elections. When the candidates tie, the incumbent still wins (and gets xp), but the email that comes out proclaiming victory proclaims the challenger. AND everyone's votes default to the challenger for the next week, rather than the incumbent.
