Thread: What happens if a citizen cannot pay taxes?

Lets say a mayor unwittingly lets a real jerk place a house in a city. After trying to deal with this guy the town decides it's best he move on. Yet he refuses to leave. Can the major raise his tax to force him out? What happens if he still refuses to move? Will his house go poof?

The mayor can't raise the tax for one person and not raise it for everyone.
