Thread: A solution to stop griefing with /citywarn & /cityban so that we can keep them in the game!
A solution to stop griefing with City functions, so that we can keep them (/citywarn & /cityban) in the game!
I'm getting really scared that SOE are going to remove the /citywarn function and that they will take out the value of Player Cities at the same time, all because of a few people who have abused their power.
So, instead of getting angry, I've decided to propose a new solution to help out TH and the Devs. Please let me know what you think - we can't afford to lose /citywarn or the sovreignity of cities is gone so we have to try EVERY approach!
SOE want to remove /citywarn because some people are using the power to undermine the satisfaction and enjoyment of others playing the game. We all agree that griefing should stop, but we also agree that we need /citywarn.
I would like to propose the following options as a compromise:
1. Where there is a specific problem due to a Mayor abusing their power and not letting citizens vote or get access to the City Hall, the Galactic Authorities should intervene and ensure that people are given access to the City Hall to vote, and that people running as Mayor cannot be /citywarned or /citybanned.
So, where an issue of griefing has been reported, a CSR should check it out and, if those reports are substantiated by at least 5 other citizens, they should take the appropriate action. This will allow people in that City to put in place a new mayor, and this should also act as a deterrent to stop people griefing in the first place. If a complaint is made by only 1 citizen and everyone else is happy, that citizen should just leave.
2. People consistently abusing the function should be banned from public office - the next election that they run in automatically going to the person having the next highest number of votes. When banned from public office, they should also be immediately banned from the City Hall so that they cannot re-deed it or steal all of the money.
These people who are considered unfit for public office should not be able place another City Hall, or run as Mayor in another election - this would be most easily achieved by removing Novice Politicians from their skills tree and then locking it that way... Once again, this would act as a deterrent, whilst punishing ONLY those players who abuse the function, rather than all of us!
3. Furthermore, where people are shown to have abused the power given to them when they joined the militia, they should be banned from being in the militia too.
Only people with the right mind-set should be in the militia - those who abuse it should also be banned from this role. Just like in all police forces, the occasional bad egg spoils things and has to be weeded out.
4. ALTERNATIVELY, when the Militia /citywarns someone, the militia should become TEF for all Citizens of that city. So, if the citizens support what the militia are doing, they will stand idly by and watch the target leave town or be killed.
If they DO NOT agree with that is happening, they can intervene and protect the citizen - another deterrent and one that will make ALL militia think twice before using this function. As a member of the militia, you are doing to think long and hard about using this function - especially in large towns and cities. ONLY other citizens should be able to join these fights if they choose to do so.
5. POIs. This was a screw-up - POIs should not be within cities - surely the best solution here is for the Devs to just move the POI or just move the centre of the offending city. Once again, this will be bad news for a few, but it will not penalise those of us who are good, law-abiding mayors.
This will result in the POIs being outside of those offending cities, which will keep everyone happy.
In my city, Darkfire, (Tatooine, Naritus) I have authorised the use of /citywarn once and the entire city watched as a know troublemaker was warned and, when he reached for his pistol, killed. He has been back only once since, and behaved himself. ALL cities need the ability to do this where their democratically elected officials have the support of their people.
So, is this possible? Do people agree that this would stop us having to have /citywarn removed, whilst also stopping griefing?

Well, I dont think /cityban is much of a griefer, though I'm sure bank tip could be used to grief someone if they wanted to.
1.) The problem with mayors making city hall private will be fixed in the publish where we cannot use / commands on the city hall. Although, I think we should still be able to use /structurestatus and /namestructure.
2.) I dont agree with that. If the mayor is really a jerk then the majority of the citizens must vote him out.
3.) Again, who is on the militia is up to the mayor. That means if a person on the militia is bad, then that will reflect badly on the mayor as well. They do need to fix it so that if I want to remove a player from the militia then they should not have to be 10m from the terminal.
4.) I would rather that the militia be given different levels of power, much like a guild leader can do in a PA. The mayor would have all fuctions. The Captain can use /city commands on citizens. Officers can use /city commands on non-citizens. A Cadet can attack all those given a TEF by militia officers and up, but cannot issue them themselves. City Officals can be given the power to /grantzoningrights.
5.) The best solution would not be to move them. The would take a longtime and have far greater consequences. The best would be to only allowthe /cityban command to be used within 450m radius ofPOI. Removing /citywarnAND /grantzoning rights would have two effects. Without /citywarnI cannot grief those entering a POI. Without /grantzoningrights Imust disable zoning within my city meaning anyone can join. These are risks people will have to take if they choose to create a city near POI when the cap is raised.
