Could anyone please tell me if you can redeed civic structures shuttle/clone/bank to move them, or will they go poof? It there a charge attached to this?

Also with city decorations, can you move them around like funiture? Can you pick those back up?

You can redeed every single civic structure except the city hall.

As for decorations, use the remove from city command and not the pick up command, otherwise you will still be charged for them
