I'm thinking of starting 3 cities all in the same area. The prospective name is Dodge City (Sector 21, 22 and 23) One Reb city, one Imp and one Neutral.
The Neutral would be my commerce sector while the Reb and Imp would vie for thiers. (I plan to set up one faction base each and the first side to destroy the other gets thier choice of city enhancement until the next "battle". The loser gets nothing.) I imagine one city torn by the civil war.
Anyways, has anything like this been done yet? If so, how has it worked out?

You'll be using three alts to do this?
Sounds like an interesting experiment.

The next person who wants to put a city up is going to hate you if you take all the slots up with this idea. But if you get a bunch of people living in all three, what the hey.... obviously it's a popular idea.

Lok on Shadowfire only has 2 cities. Don't think many people will be upset.

Depends on the city levels of those other two cities. My home city was planning on setting up a level 2 suburb once upon a time ago.
