pretty obvoius what this thread is about.
i am seriously considering cancelling, very soon. if I do, are the citizen FUBAR?

If you are just cancelling, the city won't poof because the character will stay there indefinitely (although if/when they do the character purge you could be in some trouble). If you delete the character, the city hall and everything goes with it.
It is relatively easy to get a new mayor elected with the new three-week voting cycle system. And with Politician being a 0 skill point class, someone else could take over the leadership of your city without changing their existing template. I would strongly recommend having someone else take over rather than leave the city with a cancelled account Mayor.

If you are going to cancel, I would have someone else run for mayor so your citizens can keep the city. Everything will transfer to the new mayor.

yep what they said.
There's a huge difference between a cancelled account (could technically be restarted at any time) and a deleted character.
Just announce to your citizens that you're leaving and withdraw from the Mayoral Race. Someone can easily run and take control of the city. If you ever want to come back to SWG, there's a really good chance that your character, along with carried items and items in the bank, will still be here. No Guarantees though...
