TIME TO RETHINK THE CITY ADVANCEMENT
Here is why...
I run a city on Tatooine bloodfin server.
The city level 3 is capped why simple
Take Mos Entooine - metropolis nice town well laid out
1000m from this metropolis is Mos entooine dune, 34 small houses plus city hall - NO terminals , NO civic structrues ,NO active players its just "there" If you read this mayor Azghul please help out the server
1000m to the other side of both of these towns is Mos Entooine Dunes- 33 counted houses + city hall - NO terminals , NO civic structures - NO active players again its just there. ( I brought this fact they dont qualify to csr's they didnt even bother to investigate lol ) if you read this mayor Kenjin please help out the server.
These two towns have been stagnant now for 4 months no movement up or down,no intention of ever even attempting to advance, houses wont go thx to sony's innovative but wrong take maintenance from your bank account scheme. They are on lockdown so no running from mayor to try & do something that way. So we are completely stuck
Why I feel so wronged
My own town is level 2 in the space of 3 weeks since dropping city hall we have 49 declared citizens with another 8 outside city limits (due to only being level 2) we have a bank all 6 skill trainers all 6 mission terminals, a garage, due to place cloner if we ever get there fully active town in the heart of Krayt territory within 2k of FIVE POI's but we cant advance to perhaps shuttleport level due to these ghost towns. So we are therefore unable to offer the many people that come thru hunting for dragons anything more than a cantina to buff from & agarage to repair bikes & vendors to re stock on items. We are niether Imperial aligned or Rebel aligned preferring to have our city as a hunting city for all factions. The nearest town to us is some 2500m away because I didnt want to directly compete with their services.
Everyone of my citizens has ordered ROTW so we will all still be here after the much slated CU.
SO what can we do
We tried talking to their mayors by email No response , why, cos weve been told they dont even play the game anymore.
We tried submitting a ticket & got what I consider a rude brush off by csr-BrockS (not first rude brush off had from him what ever happened to customer is always right lol ) along the lines of "tough" sit n wait.
We've resorted to sending an email to SOE itself out of game though Im sure we will get the please submit a ticket response.
A suggestion to fix this
SURELY SOE you can base ur city advancements on a better system than this
how bout REWARDING cities that WANT to grow & that WANT to offer something to the players on the server.
& PENALISE these ghost towns which in my own opinion is just another of the ever growing examples of control freak , power mad gameplay by single individuals that is sneaking un wantingly into our fun game.
I know I speak for all the mayors on tatooine on bloodfin city ranked 2 or below who im sure also feel agreived that all their hard work is going for nothing.
I have posted this on this forum as opposed to my server one cos of the usual idiotic flaming & this is meant to be a serious post that could & probably does effect ALL servers

While I feel your pain and know, being a mayor my self, that Politician is the last of the professions to get ANY attention by the devs we all knew the rules of the system when we started our cities. I'm also on Bloodfin and when I started my city I picked Talus because I knew the other major planets were capped or so close to being capped that I could not catch up in any significant amount of time.
My city on Talus, Iunctus Frons, grew from nothing to having a shuttle in just 3 weeks. We are the farthest thing from a ghost town you can be and have turned into the gateway for may player cities in the northeast of Talus.
I think the biggest problem our profession faces is ghost towns. I don't think the cap system should be changes and I definetly don't think the requirement for a shuttle port should be lowered. I think we, as a group, need to push for a change in the way player structures are handled. Although I have other issues with Politician I would like fixed (anyone else just want a simple election timer?) I think ghost towns are the most critical issue. They have no effect on my city directly but I would forgo any changes to Politician to get this once HUGE issue fixed. Even within my city there are players that I'm sure have left the game and I'd like to reclaim the housing space because we have a very strucutred city and only allow houses in certian areas.
Oh well. Maybe after the CU they will give us some coding time...

I also agree i am mayor of a city on lok on ahazi server we are very close to having same problem there is about 3-4 ghost towns also hopefully soe will find some way to fix this big problem

Ive been to to Inctus & very pretty city it is, nicely laid out too
& certainly anything from In-active surprising for Talus 
Pity alot of the older cities that were dropped back in the pre WOW days are now lying dormant with the only activity being the odd newb looking for badges.
Saddening
There are many things we should get
Priced terraforming would be nice
If the area when a base is dropped is auto terraformed surely its not that difficult to implement for a charge to the city.
Mayoral ability to give warnings to revoke citizens (should stop city take over purges & cancelled accounts) or at least the mayors right to approve or deny citizenship along the lines of guild sponsoring & acceptence.
I still await any responses to my email & tickets from Csr / Dev's heh can but hope.....................

how aobut this for a possible fix
any accoutn that has been inactive for 3 months has all characters in it removed from citizenship lists (adn residence undeclaired on all houses to stop getting readded) this woudl sovle th eproblem allowing ghost towns to die without causing any dmaage to players who many well come back later on (how hard is it to delciar residence again, youd ahve to be at the house to gain the benefits of a declaried residence anyway)
of course this wont solve th eproblem of ghost houses all over every server but one problem at a tiem and we might jsut get some progress and asfar as i can tell this idea should be fairly easy to impliment, and also remvoe ghost towns without any other side effects
oh and btw im mayor of BEAST HAVEN on lok, chimaera
(we reached village a few weeks ago and had a great party to celebrate, taken us 4 months to grow this much but di rather grow slowly than plump up the population with newbies woh leave a few weeks later)

Easy way to fix the problem but it will never happen. Purge canceld account every other month and Inactive accounts every 6 months
