Thread: City Growth Bugged/Stolen???

I am curious about how City Expansions work. Currently, my city has been capped at a lvl 3 city due to too many cities being lvl 4-5. Now, finally, one of those cities fell to a lvl 3 city before our city update occured. Now, we have updated, yet we did not reach lvl 4 status, even though we have 60 members. I do not know if another city got our ranking instead.

So here is my main question:

1. Does the age of a city determine which one is updated first? Or does it go on a first come, first update basis? So like our city has been capped at lvl 3 for 3-4 months. No other city has reached lvl 3 for that length of time. So if another city updated before us, would they get our lvl 4 slot even if they just reached lvl 3 the week before? Or could something be keeping the city that lost its ranking be "reserving" the slot they once had?

I am pretty sure it is "first come". The reason being is that the city dropped so the server flagged lvl 4 as open..the next city to update that had the citizens would have then filled the flag and the others would be left out. Yes, even if that city had been lvl3 for only a week. As to whether the city that dropped was able to reserve the spot for a length of time...I doubt it.

If you are wanting a larger city, you might consider joining an existing functioning city, or taking over a larger dead city. Why? because with the change to houses going condemned, a city will seldom fall unless the citizens playing packup and leave...and you can guess how often that happens.

Something else that hasn't been real easy to track down is that sometimes those spots don't reopen. Even if one of the cities drop, those spots are ghosted into that upper city cap and no one can go past them.

You may be able to ask Customer Service to take a look at it, but I don't know that they'd really be able to do anything for you.

Same thing happen to me on my server. We were finally eligible for a level 4 city and checked the planet. There are only 19 level 4 cities, with a 20 cap. When the last update happened this past Sunday, I got an email stating the planet was capped. I drove around to all the cities, check & verified and there are only 19 level 4 cities.

I have filed a CSR ticket to have it looked into, will see the outcome & let ya know.

Ya I did the same thing. Drove around the planet to the other cityies and checked their size. There were 3 more lvl 3 cities which worries me if they update and get the spot, and 9 lvl 4-5 cities. So I know there is a spot there. Sent in a Customer Service Ticket last night, was online for over 4 hours after it, no response. Checked this morning, no response still.... Guess its not a big item on their priority list.

Pappi,

Thanks for bringing some light onto the subject. At least now we know that we have a fighting chance by making sure we have more citizens then the other towns. I still wish I could figure out why since we usually have around 60-65 citizens, that we did not update to Level 4 when our city updated.

I just still wish the CSR would take the time to Investigate it further. As I told them, we are currently a Level 3 City, and have been for quite some time now, probally 3-4 months. Over the weekend, a City finally lost its Level 4 Rank and dropped down to a Level 3. This meant 9/10 Cities were Level 4-5 on Tatt. Our city, Mos Mortez, then with 60+ members updated on Tuesday Morning around 12:50am. I logged in Tuesday morning hoping to drop the Shuttle Port, only to find out that I had that message all Politicians Love to Hate, from the "Planet Civic Authority", stating that even though we qualify for Level 4, the Planet is capped, therefore, we cannot rise to the next level.

I just don't get it. A bunch of us verified how many shuttleports there were. Then we all drove around to the other cities, verifing that they were also only "Townships" or below, which they were. But yet still, why the email? I want a CSR to explain that to me. To me I STILL think there is something wrong with our City to why it wouldn't update......

Sorry for the rant, but our time finally came to get our Shuttleport, and we still got DENIED!

as I understand it, the number of citizens only come into play if multiple eligible cities update around the same time and they're all fighting for an openspot. if no city is eligible when the open spot is available, it goes to the next city that updates (timing is not exact because of lag in server processing)

p.s.: btw, the devs have confirmed that there is no "grace period" with city ranks. sometimes structures just fail to poof right away after the rank drops. once you lose the rank you gotta earn it back.

THANKS PAPPI for this info, I am having the same problem on my server. Have been thru 2 CSR's and getting round about reasons on this & nothing concrete. Think that they are not sure exactly how city advancement works & didnt take enough time to clearly understand the reasons why I made the ticket.

Well I got a response from a CSR telling me that even though the city "updates" every week, it could take up to three weeks before we could change. And if during that three week period, if someone else updates into the open spot, its gone, case closed, we get punished because our city has been a lvl 3 city for quite awhile now, and all the other lvl 3 cities are a lot newer.

Believe you and me, im not done fighting this. We have been a lvl 3 city since a month or two before they started sending out those "City Capped" emails. I am trying to get back ahold of the CSR with some more questions. I wish they would get online to talk instead of those "canned" email responses......

I don't think the CSR is correct in this case.

let me quote myself (and ThunderHeart) in this post:

Pappi wrote:
The "city cap" prevents cities from advancement if the planet has reached its capacity for the next rank. Many politicians that have well qualified cities for advancement are frustrated since they cannot advance without another city losing its rank. How does the game determine which city gets advanced if another city drops a rank, and will there be plans to raise this cap?

If the opportunity to increase in city size occurs, the city with most residents moves up to the next level. There will be no more increases in city caps, but we do plan on revisiting the ways in which cities can gain and lose rank. That won’t be happening until after JTL though. The developer who developed the city system is on the JTL team and any major overhaul to that will need his oversight. The most likely city changes that will be coming up will have to do with the GCW revamp.
