1. Does the age of a city determine which one is updated first? Or does it go on a first come, first update basis? So like our city has been capped at lvl 3 for 3-4 months. No other city has reached lvl 3 for that length of time. So if another city updated before us, would they get our lvl 4 slot even if they just reached lvl 3 the week before? Or could something be keeping the city that lost its ranking be "reserving" the slot they once had?
I am pretty sure it is "first come". The reason being is that the city dropped so the server flagged lvl 4 as open..the next city to update that had the citizens would have then filled the flag and the others would be left out. Yes, even if that city had been lvl3 for only a week. As to whether the city that dropped was able to reserve the spot for a length of time...I doubt it.
If you are wanting a larger city, you might consider joining an existing functioning city, or taking over a larger dead city. Why? because with the change to houses going condemned, a city will seldom fall unless the citizens playing packup and leave...and you can guess how often that happens.

Same thing happen to me on my server. We were finally eligible for a level 4 city and checked the planet. There are only 19 level 4 cities, with a 20 cap. When the last update happened this past Sunday, I got an email stating the planet was capped. I drove around to all the cities, check & verified and there are only 19 level 4 cities.
I have filed a CSR ticket to have it looked into, will see the outcome & let ya know.

I don't think the CSR is correct in this case.

If the opportunity to increase in city size occurs, the city with most residents moves up to the next level. There will be no more increases in city caps, but we do plan on revisiting the ways in which cities can gain and lose rank. That won’t be happening until after JTL though. The developer who developed the city system is on the JTL team and any major overhaul to that will need his oversight. The most likely city changes that will be coming up will have to do with the GCW revamp.
