How come you cant run for election in the last week of elections?
I just moved to a city where they want me to take over the Mayor position, and it said I cant run since it is in the last week of elections.

To pevent guys from running for mayor so close to the end that the current mayor and citizens are unable to rally to stop them from winning the city. The one week gives everyone a week to get their acts together. Trust me, once you are a mayor, you will be very glad for that one week buffer. A while back, this was bugged, and players were taking over cities and deleting them late at night just minutes before the city would cycle. It wasn't very pretty.

So, if i withdraw from bein mayor, does the city have no mayor until elections are over then?
and it goes to the highest vote ?
And if noone runs and I give up mayor, That= very bad?

you can't "give up mayor", you can only withdraw from the race. if someone runs against you the person with the highest vote wins, and if no one does you remain the mayor.
