I would really like to be able to purchase NPCs as decorations, perhaps from the event dude in the hotels in static cities and plop them into my town. They could bill through the city hall as decorations and count against the max decorations for the town. It'd be even better if I could designate a patrol route and speech macro based on in-game time-of-day (e.g. @dusk /goto patrol point A; /pause 120; /exclaim"it's getting dark"; /pause 30; /startdance poplock).

They don't have to serve any purpose other than aesthetics (and removing credits through the decoration charge).
