Is there a certain amount of distance away from a starter city that a player city must be to be able to place a shuttleport?

I heard a rumor its like 5000M away and if this is true I think it's ludicris especially since my city is going to be lvl4 tomorrow and happens to b 4900M away from a starter city. Thats one hell of a long walk even with a mount.
