I have someone trying to place a house he needs zonning rights. I am a member of the militia but have never done this. And our mayor is offline!

target the player and type /grantzoningrights. You can also access this in your Actions screen (CTRL-A) under the "Other" tab.

I had this problem too, what you need to do is go get Noivce Politician, that gives you the skill to give the rights, we had this problem when we started our militia, it has been tested to, it worked. the member of my militia was able to give rights to a new citizen in my city
