Thread: Militia Handbook, what are the rules for the militia in your town
My city is currently coming up with a militia SOP. We should have had this awhile back, but we have it now. Curious to see what other mayors have in place, and the pros and cons of different policy decisions.
Mos Tyrenia Militia
Standard Operating Procedures
The Mos Tyrenia Militia was established for the sole purpose protecting its citizens, visitors, and the city itself from harassment and Imperial attack. In all cases, do not attack until backup has arrived and there are strong enough numbers to handle the given situation.
I. Harassment - Rebel/Neutral/Covert Imperials
A. Violations - harassment can be defined as griefing, scamming, flaming, spamming unwanted emotes, and obscene and hurtful dialogue (cursing is not supported by the militia but should be considered tolerable when not used excessively or in a hurtful manner).
B. Militia Investigation - the following steps should be taken to determine if the suspected harasser is indeed violating city policy.
1. Try to witness the offense first hand.
2. Look for a third party in the area who can back up the claim by checking their spatial
3. Ask the offender if why they did what they did through a /tell. Many times a harasser will admit what they did just to show off. If they say that they did no such thing, apologize and say you accidentally sent the /tell to the wrong person.
4. If at this point there is no evidence that the harassment took place, make note of the name incase another complaint comes in that can validate the offense.
C. Militia Response - if the suspect is found to be guilty of the offense, the following three step warning plan should be taken. Only take as many steps as is required to correct the situation. A militia member must show a little patience to solve as problems as possible without conflict. A militia member should refrain from speaking in a way that will provoke the offender into escalating the situation. Even if the situation calls for step 3, let your actions speak for you. Do not let yourself get involved in a **edit**-for-tat flame war.
1. Through a /tell, ask the offender to please stop what it is they are doing.
2. Through a /tell, ask the offender to please stop what it is they are doing or be /citywarned and killed.
3a. Indoors - Tell other militia members in the area to come to meet at your location, use the /citywarn command, wait the 30 seconds, use /cityban to throw the offender outside where the militia members are waiting, use /citypardon, and kill the offender. The /cityban is only used here to gain the tactical advantage and /citypardon should be used as soon as pops outside and before he is DB'd.
3b. Outdoors - With the aid of the militia members in the area, use the /citywarn command and shoot to kill if they do not leave within the 30 seconds. /cityban should not be used in outdoor conflicts
II - Overt Imperials
A. Overt Imperial Policy - Overt Imperials are not welcome in the city without the consent of the Mayor or the Militia Commander.
B. Militia Response -
1. First time offenders - If a small number of overt Imperials enter Mos Tyrenia for the first time, kindly tell them that Overt Imperials are not welcome in Mos Tyrenia and that they may come back as coverts if they wish to do business. Make note of their names so they can be added to the list of Overt Imperials who have been told the city policy. Be patient and give them time to comply before calling for backup and using the /citywarn command.
2. Repeat offenders - If an Overt Imperial enters the city and is on list of Imperials who have been told city policy, gather the necessary militia members and use the /citywarn command.
3. Massive Imperial attack - If a large group of Overt Imperials enter Mos Tyrenia, it should be assumed they are there to attack, and an all call should be sent out through guildchat and other available channels for immediate assistance. As in all situations, a counterattack should not be launched until the militia numbers are strong enough to defend the city effectively.
III - Permanent City Bans
Permanent city bans may only be carried out after being approved by the Militia Commander or the Mayor. This action is not taken lightly and is reserved for habitual offenders and crimes of the most evil nature.
IV - Granting zoning rights.
A. Guild members - Zoning rights may be granted to Tyrenian Rebel members without prior approval from the Mayor.
B. Non-Guild members - Zoning right may be granted to Non-Guild members after being approved by the Mayor. The Mayor will have a page where approved names can be viewed.
C. Reminders to give people you have granted zoning rights to:
1. Declare their new residence.
2. Keep their house in line with the other houses
3. Place factories outside of the city limits
4. Place harvester outside of the city limits
5. They may be asked to move their house while the city goes through growing pains.
6. Where the city structures are located (Cantina, Cloning Center....)

Does anyone else have a militia rules they can post or more comments. At the moment I feel brain dead but what is KOS?
The big point I wanted to discuss is two ways of looking at things:
1. City warn and ban commands are for acts committed only in the cities. Even if someone has a reputation, until they do something in town we will not use these commands.
2. There are bad people out there. We know who some of them are, we should /ban them now so as to avoid potential problems in the future.
I was surprised that my town felt #1 was the way to go.
If you guys enjoy the option of using /citywarn then I would recommend signing the petition to put it back in the game before the patch hits live.

Militia MUST be given back the /citywarn facility, or Player Cities are screwed.
Where is the petition? I never complain about anything, but this is a NERF too far!!!
If people do not want to get PVP'd, then they have to avoid situations where it will happen.
A better approach would be to put in some protections:
1. A citizen registered to run as Mayor cannot be warned until they either win or lose the election.
2. Militia can /citywarn whoever they like - but that person should be able to bring their Guild / Faction to the rescue - this will prevent people abusing it unnecessarily.
Please, please, please don't take this away - it is currently the most exciting game element that there is!
