Thread: Advanced with 59 citizens...but still a lev 3????

I went through the advancement last night with 59 citizens and saw no major change in my city radius, etc... Logged on this morning and got my new training as expected...then returned to my city to find that it had not advanced. It was still a level 3 township. Can anyone help me out here? Anyone else experiencing this? I sent a CSR ticket in...so I should hear back in about a year...
