Okay so apparently alot of problems are stemming from city's encompassing points of interest. I see the natural solution is invoke imminent domain clauses. If your house exists where they want to build a highway, the government pays you a fair amount and you move. Well for city halls that were built too close to a POI to where access is an issue. Issue a Warning(from the Empire of course)that the City hall will be destroyed in x number of days. If the Mayor contacts a CSR in that time they will get a new deed to replace the last one, but the city needs to move. Itsa roleplaying oppourtunity and it allows for POI to be liberated for alls enjoyment.
