at what level can a politician place a parking garage.. and how much is the maintenance on them... if this has already been answered here.. i couldn't find it.. and i've been looking for days... thanks for your time.

You need Civic Policy II: Education to place a garage.

Maintenance, not sure

Maintenance is 20k/week. In additon to Civic Policy 2 your city needs to be level 2 or higher.
