I read somewhere, someone stated it was an exploit to do that, Why? where did you read that?

You can create a vender in any house and place it anywhere you want, what would be wrong with one in the City hall unless your populace didnt like it.

I wouldn't really consider it an exploit but since the create vendor option isn't on the city hall structure terminal it probably was never intended that you be able to create one there.

With that being said I have one in my city hall. I use him as an information officer, I put all city announcements and city newsletters up there so the citizens can see what's going on. It's really the only way to do something like that since there is no sort of 'bulletin board' type functionality. The only thing that's a pain is having to 'restock' the vendor every 30 days.
