You can drop the whole profession if you like. But you should note that some of the common Mayoral tasks (such as granting zoning rights) require at least Novice Politician, and some such as managing the cities militia require to have that skill.

I think a lot of Mayors maintain a minimum of 0/1/2/1 - this allows you to manage militia, change trainers and rearrange streetlights and statues around town, though 0/1/2/0 is the more common if everyone is happy with the city layout.

Also you will need to be careful if you do drop Novice Politician as you need apprenticeship xp to get Novice Politician back again (and that is notoriously hard to get unless you like standing at Coronet spamming for ap xp).
