So we want to make a city.. but of course our planet is full.. The odd thing is we cant find enough cities to come even close to the cap.
There are 14 cities registered on the map.. some of those cities are Rank 3 or higher so they shouldnt count vs the Rank 1 and 2 cap.. Right??
By checking for mission terminals and bank Terminals I can find an additional 2 or 3 cities. By checking for other searchable city structures, like garages, I dont come up with any extra cities.
So why is the planet full (all 20 rank 1 and 2 slots used up) if we cant locate them? My friend and I went all over the place trying to identify cities that didnt show up anywhere.. but had no luck with that.
There NEEDS to be a way to see how many cities exist.. maybe even their name etc so we can find out if they do actually still exist.
I firmly believe there are some old non-existant cities holding slots that prevents new cities from forming. I have submitted a ticket to CSR but somehow I doubt they will or can do anything.

I believe you may be mistaken in how the city caps work, either that, or I am!
I think that the lvl 1&2 cap is for total cities. So there can only be 20 player cities on your planet (in my case, Tat.) As I remember seeing the caps written out, it was 20 lvl 1 or above, 10 lvl 3 or above, and 5 lvl 4 and above... but I could be mistaken.

They raised them a few months after the PC patch, so there are 15 level 3 spots and 10 level 4 now. I believe the total number of spots is 30, but I could be mistaken.

It is bugged, and bugged badly (no surprise there I guess).
We had a situation not long ago where the City Hall of a failed city went poof, but the player owned city structures like the Cantina and the Med Centre staying around for about 4 months until their maintenance ran out - and during that time the city was still listed by the system as existing (confirmed to my by a CSR who said they couldn't remove the structures as they were player owned and contained maintenance and items).

Cities count at all ranks ... Rank 4 counts at 3, 2, 1 and so on.
14 registered + 3 others = 17 ... not 20.
However, as you've noticed, caps don't work right.Any city that is destroyed due to failure to pay their treasury four weeks in a row will vanish and never be removed from the cap. Cities destroyed for failing to keep 10 citizens or mayoral destruction do get removed.

Part of that's not a bug. Cantinas and Med Centers are not SUPPOSED to poof with the city.

well, i would say there are supposed to poof with the city... you can't place a cantina or hospital ouside a PC so if the PC no longer exist... why the other civic structure should remain ?
btw, I can confirm it is badly bugged (on Eclipse)
so if you see any weird situation, youshouldn't be surprised

You can place cantinas and hosptials outside player cities. Only the civic structures would explode. Bank, SHuttleport, cloning, garage, gardens, etc

interesting... so under this logic if you wanted to place a cantina in the wild (unlikely, but perhaps near say... POIs and the like)... all a musician or dancer or chef would have to do is grab novice politician... cross their fingers on having luck with the city caps... and drop the city hall nearby... then place the cantina or hospital immediately... it wouldn't matter if the city hall stuck around because the buildings would be done... sure its an expensive way to do it... but it would be kinda neat to see a cantina and hospital all alone out in the wilderness... =)

if you have the money, sure... although that's kinda silly, it can happen
usually entertainers are poor though, I don't think that many can afford dropping a city hall just to drop a cantina

you would still have to attain a rank 2 city to drop the cantina
