Well, after sacrificing my Novice Riflemen (with my awsome T21),and reverting back to Rifles IV with my laser rifle to surrender enough points to finally master Politician - I've now surrendered Politician. I wasn't even master for 24 hrs...lol (or boohoo) Now, if it were you, just how low would you lower your politician skills?
Our city has everthing in the line of civic structures and I won't be adding more gardens to it. We're about 67 citizens but I doubt I get 6700 xp every week. Actually, I have to check that.

well it all depends on what you need.
If you don't need to recruit more militia or place more faction terminals then you can obviously lower that one way down
If you don't have a specialization then you can get rid of that... or at least lower it to the specialization you want.
If you aren't going to place anymore gardens then get rid of that. I keep mine within one or two of things that I might use or need again. I don't have a lot of gardens in my city so I keep that at 4 so I have the ability to place or replace them when needed.
If you don't need anything then reduce yourself to novice and have fun elsewhere until they make changes to politician. It wont take you long to get back up to 4-4-4-4 if you need to. And remember keeping one of the columns at 4 will make sure you keep a lot of exp in the bank.
It's all a matter of personal preference and the needs of the city. If you can afford to drop it... then drop it.
At least that's the way I see it.

I'm at 0121. If I need to change a specialization, I train up then drop it again. My poli xp has been capped for some time.

2424 lets you keep every ability except the specializations, which I find to be the best template.
