I've noticed that not all cities appear in the planetary map.
Do mayors have the option to get their city on the map or keep it "unlisted"?
Also what's the best way to determine what, if any specialization, a city has.
Thanks.

You have to pay to list your city on the planetary map, you also require a certain Politician skill (can't remember which). Although not listing your city will NOT stop buildings in your city , such as the Cantina, from being listed on the map. It isn't possible to have a completely hidden - functional - city.

Cities dont appear on the city map until they are at least Level 3, and it is purely optional (they are unlisted as default)
If a city has a specialisation, it will usually tell you as you enter the town borders. ie- "You have entered xxxxxx (City) (Manufacturing Center)" . Beyond that im not sure there is any remote way to tell.
