It shows you how long before your city is considered for advancement to the next level (if you have the required number of citizens and the planet your on isn't capped) and when you'll get another 100 xp/citizen of Politician xp.

The Next Server City Pulse that you are asking about is when the city update timer runs out and it signals to the server that is it ready to be updated.

I believe that the way it works is that the server may check for cities to be updated ever approx. 30 minutes. So it can do them all at once.

So say the Advancement timer runs out on your city at 12:12am....but the next time the server is gonna check for city advencements is at 12:30am....during the window from 12:12 to 12:30 when you check the city terminal you will get that messege about your city will be updated at the next Server Pulse.

I am sure that is about as clear as mud now.

Slightly off topic, but I am a new mayor and my city about to complete its first week. Does every citizen have to vote to get the 100 / exp per citizen if no one is running against me? Or do I automatically get 100 x citiizen?

You automatically get 100xp per citizen.

... the only time they really need to vote is if you have competition in the Mayoral race. If you are the encumbant Mayor than this can work to your advantage as the competition will need to get the citizens to vote for he/she.
