Myself and a couple friends from work like to Role Play when we get to play. We wanted to do this by only using what we can make our self's. We are looking for a secluded places to run missions from.
I'm trying to determine how many people you need for 1 normal mission terminal. I don't want to be on the map and I don't want a shuttle port or anything else.
Just a City Hall and 1 mission terminal. How long would it take for me to get this? I mean do I get the mission terminal as soon as I get 10 people? (we have 11 people with our alts).

You just need the 10 people to make the city stay, as soon as you get enough votes you can earn the skill to place terminals.

You get 100 exp per vote each week, after the city maintenance cycle. So -- 10 people * 100 exp = 1000 exp each week. I forget how much exp you need to place mission terms, but I dont think it is that much.

IF I recall right from looking at the skill tree it said like 1 point is needed for this box or something like that..
regardless this does not look like something I can setup in a week but might take a month or longer, to just get a mission terminal
I know someone leaving their city, can they /transferstucture to me, they have mission terms down already, I wonder how that works. lol this profession is damn confusing!

To be able to place mission terminals you need 'Civic Policy 1' which is 1000xp so 1 week would be the answer you seek.

One more question please, I promise! 
How many lots does it take for the City Hall. I checked the FAQ and didn't see an answer, sorry if I over looked it.
I already have a guild hall down, so I think I only have 1 lot left now

0, all civic structures take no lots. The player city specific ones (cantina, theatre, and hospital) do however. 5 for the cantina and 3 for the others I believe.
However, if I were you I"d propose joining a pre-existing city way out on the outskirts and bribe the mayor to drop a terminal close by your little cul-de-sac. Cheaper on your pocketbook and you both get a bonus.

This also gets you around the planetary city caps, if you're planning on doing this on one of the main planets (Naboo, Tatooine, Corellia). If you tried to drop your city hall on those planets, chances are you couldn't because the planet is capped for number of player cities it can have. Some of the less populated planets like Rori or Talus may have open spots, however.
It sounds like a whole lot of trouble just to get a mission terminal. 250k or more for the City Hall structure, finding a good spot that will allow you to place a city hall, then waiting a week for the Politician XP to get the ability to place terminals...plus, every week, it requires $$ to keep up the city hall and costs for the terminal too. And once you place your city hall, you can't ever have it back, so you'll have to count that cost as gone too.
Just some things for you to consider, good luck in what you decide
