How exactly do you start a city?

- you buy a city hall,

- have 24 hours to have 10 residents,

etc according to the guide on this site.

But, if there are already houses around and a PA hall, do they count in the 10 if people declared residence there, or do they have to be created after the city hall was placed ?

They have to walk into their homes.. and if they're not declared as primary residency there, they have 24 hours to do that (if they're to count toward the "10"). Otherwise, you have a bunch of dead houses.

Thanks for the answer. If they already have declared residence there before the city hall was placed, does that count too ?

Yes, if they declared residence before, as long as they go into their houses within that 24 hours they will be citizens.

However, if they don't want to be citizens, they can just declare residence somewhere else and you will have lost one citizen!

Also, each planet has a cap on the number of cities available - you will need to make sure that your planet has available city slots left.

Even then, you may not be able to grow above a certain level - it is all in the Advanced Player City Guide and FAQ.

Good luck and have fun!

The city cap doesnt seem to be reached on our server for that planet. We've got plenty of wide open areas around our location too... not a single house in a 2km radius around our spot.

The city thing is just a guild thing for the moment, so starting citizenship is not really an issue. I don't have uber ambitious plans for a metropolis... yet, and I might get burnt by the game before that happens

We were just a bit worried that placing our houses before the city hall would not count towards the citizen count (the logic behind that reasoning would be that any jerk with tons of cash could basically start a city next to a bunch of houses and people would have to declare residence elsewhere if they don't want to be part of a city; that would look like a loophole where the jerk could raise taxes and hope the people go away)

Unfortunatley, the "any jerk with cash" senario would work... unless the pre-established homes moved, any jerk with cash could easily drop a city hall (and at least get an outpost).. and since a portion of people are inherently lazy, "insta-town".

Mmmmh that kind of sucks but well, we'll place the city hall while there are less than 10 residences just to be safe... the probability of finding such a jerk is pretty low I guess but if it can happen, I prefer safety

Yes, the jerk with cash scenario might work for someone for a short time, but of our 130 citizens, about 10 of them come from a city that was started like this - people really don't appreciate it.

They had a nice little community and then someone dropped a City Hall and a Guild Hall right next to their houses.

The city has now dropped down to village status and I think it will be one soon!
