Does it give you 15% extra experimentation points making it 11 points instead of 10 in most cases or does it just add a 15% chance of doing better?

15% chance of doing better (ie; less risk of crit failures during experimentation).

it works out pretty good. (at least our crafters said so hehe) you have a higher chane of getting great and amazing success rather than good and fail. (you can still get those on a really really bad roll)
