Yes, you must have a minimum of 10 people at each election cycle to keep your city. If you upgrade, you must maintain the minimum population for that level or you drop a level.
Second, can merchants be placed in the town hall, we were all going to allput them in the main room, but iv never actually seen this done so im not sure if it can be. (on a side note how many items can a town hall hold?)
Yes, but only the Mayor can place items in the City Hall and other people cannot be added as Administrators. This is fine if the mayor is your only merchant, but lame otherwise.

Hi, iv been reading the FAQ since me and a few friends are thinking of starting a small town, i have a few questions i couldent find the answer to tho if any one knows,
First thing im wondering is if after we have the city up with 10 residents, if one leaves and drops us to 9 dose the city hall still blow up? this one worrys me as were going for more of a small trade outpost than a large city, atleast to start with, so i dont expect new residents will mount up very quickly.
Second, can merchants be placed in the town hall, we were all going to allput them in the main room, but iv never actually seen this done so im not sure if it can be. (on a side note how many items can a town hall hold?)
if anyone knows either of these it would be a great help to us

Since there's only 10 of you, try this:
1. Have your merchant get enough AP and become a politician.
2. Have them place the city hall and then place vendors inside it.
3. Have another person run against that merchant, and everyone vote for the other person.
4. City changes over to the new mayer, vendors stay in place.
I think that should work - I think once you place a vendor in a house that you don't have admin to, the vendor and your admin rights to the vendor still stay.
Just an idea since you're such a small group of people and can probably pull this off.
