Concepts and ideas to improve player cities, militia and the politician profession
I'd like to resurrect several ideas and suggestions I've made in the past regarding politicians, player cities and militia.

I have various thoughts on improving things and I've tried to break them up into sections as best I could.
Part II: NPC Guards
Why have NPC guards at all? Two reasons: 1. militia members cannot be online 24/7 and 2. militia members don't necessary just wish to be "on patrol" around their city.
Here's how I would suggest implementing it:
- Mayor is in charge of selecting militia, so should he/she be involved in "hiring" NPC guards. Have an option available from the militia management terminal to "hire" guards at a weekly rate deducted from the treasury.
- NPC guards cannot be "stored" or owned by any particular player but will respond to the commands of the mayor and militia while within city limits.
- The number of NPC guards your city is able to hire depends on the level of Martial Policy the mayor has.
- Martial Policy I: +2 guards
- Martial Policy II: +3 guards
- Martial Policy III: +3 guards
- Martial Policy Iv: +4 guards
- Master Politician: +5 guards
- Martial Policy I: +2 guards
- NPC guards can be given a level of aggression in their behavior; attack or defend.
- Attack would mean that an NPC guard would immediately attack any threat in range be it PC, NPC or creature.
- Defend would mean that an NPC guard would only respond when ordered to by militia or militia or citizen is under attack.
- Attack would mean that an NPC guard would immediately attack any threat in range be it PC, NPC or creature.
Each city can now effectively become its own faction. Should a player attack and kill a patrolling NPC guard then faction in that city will decrease, and if at war with another city, increase faction in its enemies.
Conclusion:
Part III is obviously a little bit more ambitious than Part I and may need a bit more thought, but the base is there.
Do you like Part I, Part II, and/or Part III? None, some, all? Let's hear your thoughts, comments, suggestions? I think there is great potential here. Consentual PvP rules are still enforced and I think it rivals the GCW in terms of fun factor. Roleplaying possibilities here are extensive as well.

Why should a stone not sound starwarsy? Tatooine is only sand and stones and is very starwarsy ... houses in SW are also made of transparsteel and stone.

I like the capture the flage idea ... but you'd have to make it optional of course. Don't want to be forced into stone-wars if I don't want to.
I also like the NPCs idea ... would like to maybe be able to give those NPCs one or several faction standings so the "program" them what faction to hate and atack ... so not giving them orders but rather letting the ingame KIcontrol them as NPCs ... and according to the strength of incoming enemies that kill off the NPCs dead guard - NPCs respawn with a respective chalange lvl to the attacking group ... when there is no fighting for a while these high lvl NPCs despawn and new low lvls spawn again. These NPC Guards could also wander around the the city bringing it to life ... further features could be (maybe using the ingame code used for Vendors) to give them shouting messages or parols the say ... and giving them a city uniform (like putting clothes on a vendor) so you can finaly give your city the city colors and looks you want.

The combat would of course be optional and fully consentual. Mayors must declare and accept war for their respective cities. Only the militia members (which is basically an implied consent to PvP) would be flagged enemy in the city, ordinary citizens would not. I would consider ordinary citizens basically coverts in a city war. So unless they were to aid their militia by helping combat or even heal and thus earning a TEF they would not normally be part of the fighting.
This is sort of "factions for cities".
The other thing that might be interesting if you can have NPC militia is that creatures or NPCs will sometimes participate in raids on your town. So like in real life if a group of creatures gets their territory invaded upon by a growing city they will attack. Or a bunch of raiders/pirates try to invade a city.
I like all of these ideas, a lot.
Anything that gives more information about a city would be a huge help, and the city war thing, being consentual is of no detriment to anyone, as participation is always consentual.
