Is placing a player city garage by the mayor supposed to take up a lot from the mayor?

Absolutely not. Civic Structures are using the slots allotted by your cities level.

Then I have another SOE bug, they took a lot from me. Will the silly thing disappear if i pick it up and put it down again? I did put it down the very first day of that patch?

you should be able to redeed it with little problems, but you might want to make sure you have a bit of spare money in the treasury. I accidentally distroyed mine when the patch first hit TC, redeeded the shuttleport instead then destroyed the garage O.o
