Ok, here's a thought or two about what's been missing in player cities.
LIFE!
There's more than players in the galaxy and when a new and successful settlement grows into a city or metropolis, there should be the associated expansion of the non-player population.
I mean static NPCs appearing that offer minor missions to various places, I mean wandering NPCs that just add to the scenery. When a city acheives a certain level of growth, a criminal element in the form of hostile NPCs appropriate to the location of the city should appear. Does this mean that player cities might become places where people go to grind xp? Sure it will, but it will make these places more alive, and give people more reason to want to become a part of a community.
A city with an Imperial mayor should experience the occassional infestation of Rebels. Likewise, Rebel mayor cities should have the occassional crackdown by the Imperials. A city on Tatooine where the mayor has rotten Jabba faction ought to have Jabba's people popping up. A mayor on Naboo who's waged Gungan genocide ought to have Jar Jar wannabes all over the place.
Player cities NEED to be more than just a collection of player houses with some fancy addons. They should be as much a part of the world around them as if they were designed there by the Devs.
Don't make us go looking for content, make it come looking for us with a bad frickin attitude!

Well ur right PCs also need NPCs.
If that must be Jabbas m8, Rebels, Imps or Gugans, well i dont know (especially the Rebel NPC in Imp cities or Imps in Rebel cityswould be too grindy
), but there should be for example a possibility to get security services , for example the Corsec troopers for Corellian citys, or such.

NPCs wandering through town? Well, we have at least one tusken observer spawn on the NW borders of our town and then after a while, starts wandering through our town in a SE direction killing anything that gets within its sight. Not fun since most of the time, we don't have buffs and we are not grouped. So far we have only killed 2 when we rounded up enough people with a lot of deaths in between. At last count, one witch doctor and 8 observers in the last 5 weeks in our city borders that I have observed.

We have Farmers and mercenaries in our town (Eclipse, Corellia, Fraggers Island) But we did build around a static wind farm, that these guys spawn at.

It make life interesting but would be nice to see just the normal tuskens walk through now and theninstead of the 190k+ ones constantly visiting us.

LOL, our outpost is 3km from the krayt grave yard, and at times we have seen krayts 500m outside our outpost zone. along with hords of tuskens. i dont know if all servers have the same location of battlefireld, but our PC 500m SE of the Mos Entha B.F. and like i stated above, ther eare lots of tuskens, and a randon krayt

I agree with the first poster, I would like very much to be able to place more than 15 skill trainers worth of NPC's in the city.
I do understand that ideally cities are in place to allow for PC interaction to thrive, but there simply isn't always enough people to make the place look lived in... More of this would be nice... even if they were just random and we had no control over them.
