I've read a lot about city's "reaching level two" or "reaching level three"... Can anyone explain this to me?
Also, I am hopefully going to be the mayor of a new founded city on the Europe-FarStar server, on Tatooine, and I wanted to know if anyone could give me the basics on starting a city, but then ALSO how the city management system works, and how city's develop and the like....?
Another thing for people with time and knowledge in good supply, can anyone suggest a good path up the Politician Skill Tree for me to take to get the most out of my skills to benefit my city....?
Thank you guys, in advance, for any help and service you can be.

Getting a city started is relatively easy, so long as you have the city hall deed and a city is allowed on the world you're on.
You've asked a lot of questions, most of which can be better explained in the Advanced City Guide, here on starwarsgalaxies.com
The city levels are directly based on your population count. Your city qualifies for "advancement" every week. At that time, if your population has grown large enough to reach the next city rank, you may advance. There are limits on how many cities can reach each rank. Again, refer to the Guide.
Everyone will have their own opinions on how to advance through the politician tree. It depends on what you and your citizens want. My citizens wanted to have a rebel faction terminal, cloning center, and skill trainers.
Personally, I find my citizens getting the most enjoyment out of the mission terminals and skill trainers. There's really no right or wrong answer, and you'll find yourself moving through the trees quickly as your city grows.
Good luck with your new city. I hope you'll find it an enjoyable experience as I have.
