From what I hear, the regulations on cities are not enforced. There are player cities that are below the the 10 player limit and are still considered level 3, and have been for a while - evidently, SOE is going to launch a purge to remove the cities that dont meet requirements and adjust cities to their proper levels.
Is there any truth to this? Can anyone add toor rectify any of this?

Are you talking about character purge to purge accountshave been canceled morethan 6 months?
If so, yeah they said they were going to do that in October, it got delayed so none yet.
This will actuallly affect all cities where they have had player houses that have not yet decayed.
If the house decays the citizenship will be lost but now you just have to hope their maintenence runs out.
