I have a question two which a quick general search did not supply an answer, so forgive me if the information has been mentioned elsewhere.

I suspect someone is preparing to use city structures to lever a small community out of a spot it has occupied for over a year.

A friend of mine and I built our structures in a choice site (because of the view) over a year ago, and we have since been joined by several friends. A few weeks ago someone placed a house on top of a trench between two of our houses. (I have no idea how they managed that, since we were not able to use that space). Suddenly, it seems that there is an influx of their guildmates in the surrounding area. They have already said they would not move a small structure placed in the middle of lots we had reserved for placing a guild hall, saying they were going to build a guild hall in the exact same spot. They have opened stores drastically undercutting prices on the exact same items in our stores, some of which are clearly being sold at prices below cost. We are beginning to suspect they are trying to lever us out of the area.

My question is this: is it possible that they can use city regulations to do so? I am imagining that they might put in a city hall and figure out a way to prevent us from voting, or perhaps just levy a 1,000,000 per day tax on our structures. Perhaps there is a way they can cityban us. I don't know. I have a feeling they can produce more people than we can, or perhaps they just have a lot of alts.

I can see that something like this is coming, but since it seems to be impossible in view of the tiny bit I know about cities,I can't think of a way to prevent it. Does anyone have any ideas on what they might have in mind or how we can avoid being evicted from our homes of the past year?

if they prevent you from voting, they're griefing you and you can report them to the CSR. there aren't any taxes that high, so there shouldn't be a huge problem.
