Hey guys, hope you can help me out on this one--
I can't seem to figure out how I can make my city neutral! Quickly browsed the FAQ and found nothing, so I'm hoping one of you more knowledgable types can help

i think all cities are neutral and the only way to show faction affiliation is by using bases.and/or only letting a certin faction move in

Good question, I also would like to know as we are almost a level 3 city and will be on the map soon.
Being Rebel, when I use the Map (ctrl+v) it has a listing for Rebel which shows the Rebel cities (I am assuming & multiple listings for some cities) and also shows me the Headquarters for that planet. I have no listing for Imperials, which is understandable.
Somehow these are attached to the gardens. In the city I use to live in .... while driving thru town with the overhead map (ctrl+m) on, it said Rebel next to the city name on the gardens like a vendor would show up on the map.
There are no options to pick what your city is at the terminal. I also know of one city that has both fractions living there and also has both bases outside the city and is listed as Rebel.

The way it shows up on the planetary map is dependant on the mayor's affiliation at the time of placing a city structure.
For example, a mayor that is Rebel and places a garden will have that garden show up on the map as Rebel. If they go neutral, it will still show as Rebel unless they pick it up and place it again. The only way to un-faction something in a player city that shows as faction is to pick it up and place it again with a neutral character.
I'll add this one into the FAQ, too.

And the faction affiliation only truly matters in the cloners. Beyond having a rebel name floating over gardens on the map being a reb/imp mayor does essentially nothing aside from making overts clone overt in the player city's cloner. If you want to make your town an imp or reb one drop a base or entire base complex (walled in and/or multiple bases) to give easy access to recruiters to /declare and get out PvP'in. If you make a name for yourself your home town will be known as part of that faction and may become a hub for some fighting if you luck out.

Quoting Khristin:

Pappi, could you confirm that?
I fancy placing two identical small gardens, back to back. I'll take enough missions to get one faction, place one garden, dump the faction and work up the other, place the second garden, then back to neutral. The theory is that one garden would be rebel the other imperial.
Is that how it would work?
Temenos, neutral in dynamic balance...

Well, a way you'd prove an Imperial city affiliation would be by only, or at least mostly, letting just Imperials in the city, having Imperial faction terminals, andImperial marked gardens. I would always consider the official way to show your city as factioned is by having an Imperial base.
As for neutral cities, this could be determined by having no bases, and/or no Imperial and Rebel faction terminals. But on the contrary, you may also be considered neutral if you had both Rebel *and* Imperial terminals, along with both kinds of bases.
Theres no official way to make your city neutral. However, the best way is to simply just allow neutrals in the city, or all factions.
