If an enemy guild has a house within your city borders, is there any way to remove this structure?
I remember reading something about a mayor being able to forcibly mov(or possibly remove) a building if it interfers with the planned developments within the city.
Is this able to be done?
Also if a person has zoning rights but has beed city banned (dont ask bit of a miscommunication /humble) can that person drop a structure?

no, there's no way to remove a structure in your city. the most you can probably do is to have the CSR either give a warning to the owner or change the sign of a house if the name of the house violates the TOS in some way.
as for zoning rights, I don't see why not. the rights only lasts for 24 hours, but if he places a structure within that time then declares residence, he gets unbanned from the city (because citizens cannot be citybanned)
