When do you get politician xp, when the city updates or at the end of the current election?

You get Poli xp at the end of each election cycle. 300xp for each vote(i believe) you receive, wether you're the mayor or not.

Also, if you're the mayor, you get poli xp once a week as a 'bonus' for being a sitting mayor.

You get 300xp per vote per election which is every 3 weeks. Plus you get 750xp every week for being the mayor. It it based on your weekly city cycle, so week #1 is 750, week #2 is 750 and week #3 is 750 plus the 300xp per voting citizen.

The only bad part I see on this is that for the new politician and a fast growing city is that you are unable to do anythng with the city untile either week 2 when you have enough xp for 1 skill box or if you get that 1st initial vote and get a mass infusion of xp and hopes it doesn't cap because you have no xp or skills yet.
