They can just buy a ticket, then use it from there inventory rather than talking to the droid

From what i've seen they can still buy tickets and still double click the ticket in their inventory. 
I know i've had several that have been able to do this that were city banned. Plan on doing a bit more "research" on it later today again

I recently purchased a ticket to a city that I was citybanned from. I was able to purchase the ticket but unable to use it. I tried both talking to the collector and double clicking it.

yeah, that should be what happens. I'm not sure why they wrote it so you can buy a ticket, but that's how it works I guess O.o

Well the ticket purchase probably doesn't check what city it is actually to just names it that. The "use" of the ticket actually makes something process just where in the hell you're supposed to load in at. I'll test it tomorrow night using the droid, inv, and /bo tr for a 5th look into it. Might as well since the only town I'm banned from is on the same world as my town and I'm a shutin anyway
Actually thanks for reminding me about this, I need to go and get pardoned one of these days beforepeople forget I knew the original mayor there.

Well at least that way you still get city income by people you banned
But I think the real reason is that stopping somebody from buying a ticket wouldn't stop him from letting somebody else buy the ticket and then trading it to him.
