Why should it be a mayor thing? Entertainers/Dancers/Musicians/Chefs place the cantina, Doctors/Medics/Combat Medics place the hospital and Entertaienrs/Dancers/Musicians place the theatre. This would seem to be in line of something a merchant would place.

Not really... there already is code in place that would prevent this from happening (like the bank). You can destroy a bank and redeed it, place it down again, and no one looses items from that bank.
That's because banks are limited to planet not region.
I can put an item in my bank in Theed and get it out at Keren.
Bazaar's are region based, just like vendors. A city could fall, be destroyed, whatever, and lose its bazaar. Then there is no 'nearby' bazaar in the region from whichyou could retrieve the item.

I think its important to remember that the original concept of the Bazaar is as a newbie tradelink. Although with the cap changes on vendors and credit change, that may also change.
If you look at it as a newbie bazaar its obvious why they haven't put it in the player cities.

I agree, it'd be nice to have bazaars in Player Cities. I just don't see it happening unless they change the pickup rules.
